Where can a helicopter land? What an "Article 79 off-airport landing site" is
"Helicopters can land anywhere, can't they?" We hear this a lot. The answer is yes... but in practice, no. Given enough space, a helicopter can land almost anywhere. But the law decides where it may land. It can land, yet it may not. Every helicopter pilot must have thought, "Oh, come on!"
A helicopter may land only at airports, heliports, and "off-airport landing sites" (jogai) approved by the government. Each off-airport landing site is approved one by one by the Minister of Land, Infrastructure, Transport and Tourism, under the proviso of Article 79 of the Civil Aeronautics Act. We hold approvals for about 800 of these sites across Japan.
First, the rule: Article 79 of the Civil Aeronautics Act
Put simply, Article 79 says: "Over land, aeroplanes and helicopters must not take off or land anywhere other than an aerodrome. This does not apply, however, when the Minister of Land, Infrastructure, Transport and Tourism has given permission."
A place approved under this "however" is what the industry calls a "jogai", meaning "outside the aerodrome". The name is plain, but helicopter work in Japan depends on these sites.
Why is there such a rule? Imagine if anyone could land anywhere. Someone might land on other people's land without asking, or land in a dangerous place, cause an accident and trouble the people around. To prevent this, the government checks each landing site: is it safe, and has the owner agreed? That is what this rule does. A pilot may grumble "Oh, come on!", but when you think about it, it makes good sense.
Three kinds of places where a helicopter can land
| 種類Type | どんな所What it is | 例Examples |
|---|---|---|
The familiar place used by both aeroplanes and helicopters | 関西空港、八尾空港、岡南飛行場Kansai Airport, Yao Airport, Okayama Konan Airfield |
An aerodrome just for helicopters. At a "public" heliport the operator cannot refuse use; at a "non-public" one, it can | 京都ヘリポート、東京ヘリポートKyoto Heliport, Tokyo Heliport |
Land normally used for something else, approved for helicopter take-offs and landings as well | グラウンド、河川敷、駐車場、山小屋の脇、雪の稜線Sports grounds, riverbanks, car parks, spots beside mountain huts, snowy ridges |
Two kinds of heliport
Both kinds of heliport, the second kind of landing place, are officially recognised aerodromes. You can land there without the site-by-site approval an off-airport landing site needs, and landing there does not break the Civil Aeronautics Act. The difference is whether the operator can say "please don't use it".
Public heliports. Any helicopter can use them, and the operator cannot refuse. Tokyo Heliport is one of these.
Non-public heliports. Hospitals, police and fire services, news organisations, companies and others set these up mainly for their own work. Rooftop heliports on hospitals and police and fire service bases are examples. As with public heliports, no application is needed to land. But the operator has the right to refuse use, so we get the operator's agreement in advance.
The third kind, the off-airport landing site, is usually just an open space or field. It becomes a helicopter landing site only on the days a helicopter comes.
Not every place can become a landing site
To get approval, you must show with drawings that the place is safe for a helicopter to use. The main points checked are these.
Size. Is the ground flat and large enough for the helicopter that will use it?
The airspace in and out. A helicopter climbs out at an angle and comes down at an angle. Do buildings, trees or power lines stick up into that path? The standard is a gentle slope of "1 up for every 8 forward" (a 1/8 gradient). We try to keep this slope clear on both the approach side and the departure side wherever we can.
Care for the neighbours. Where there are many homes, or where noise needs special care, we plan the flight path carefully from the start.
The landowner's agreement. Of course, nothing can start without the owner's agreement.
Why at an angle, if it's a helicopter?
"It's a helicopter, so why not go straight up and straight down?" A fair question. A helicopter really can climb straight up and come straight down. But doing so has its dangers.
Going straight up. If the helicopter is heavy and you force it up without enough engine power, the rotor slows down. When the rotor slows, it loses lift, and the helicopter falls.
Coming straight down. The helicopter can sink into its own downwash, which may lead to a dangerous situation called "settling".
So we climb out at an angle and come down at an angle. The path for this is the "1 up for every 8 forward" slope.
That said, the 1/8 slope comes from thinking designed for aeroplanes. To be honest, I sometimes feel a powerful helicopter wouldn't need such a gentle slope. On the other hand, aircraft with little power to spare, such as small training helicopters, do need the 1/8 slope to take off. If the rule is set for the weakest aircraft, it is safe for every aircraft. That, I believe, is the thinking behind it.
Approvals have an expiry date, so to keep using a site we must apply to renew them regularly. Trees grow every year, and new buildings may go up nearby. It is quiet, steady work: checking again and again that the drawings still match the site.
How our 800 or so landing sites come about
Most of our landing sites come from personal connections: people asking, "Could a helicopter use our land?", or introductions from people we know. Schools with sports grounds, facilities with large car parks, mountain huts, and local villages. A helicopter can land there only because someone lends us their land.
In some cases, land introduced to us has become a proper heliport and a base for local sightseeing flights and transfers. A landing site is not just a dot on a map. Each one is a bond with a landowner and the local community.
Landing sites that exist only when there is snow
Some unusual sites can be used only in winter. The landing spots on snowy ridges used for heli-skiing in Hakuba are approved on the condition that there is snow on the ground, so the plants are not damaged. When the snow melts, they go back to being ordinary mountains. (See also our heli-skiing article.)
What can landing sites make possible?
The more landing sites there are, the closer a helicopter can get to its passengers.
Sightseeing flights and transfers. We can take off close to tourist spots. Not having to go to an airport is the helicopter's greatest strength.
Mountain work. Sites serve as bases for carrying supplies to mountain huts and for search and rescue in the mountains.
Filming and events. We can fly from near a film location or right beside an event venue.
In an emergency. In a disaster, sites can also be a foothold for carrying supplies and people.
To be honest: the hard parts of landing sites
Lots of paperwork. For each site we draw plans, apply, and renew when the approval expires. With 800 sites... we'll leave that to your imagination.
Sites change. Trees grow, power lines go up and buildings appear where there were none when we got approval. Each time, we check and sometimes change the flight path.
Approval doesn't mean we can land at any time. The owner's plans, local events, the weather, the state of the ground: we check every time before landing.
Even so, we keep adding landing sites because we want to increase, even by one, the places where a helicopter can help.
