弊社では2018年の岡山県真備の水害を契機に、災害時の迅速な対応を目指す「Disaster Corresponding Unit【DCU】」を組織。民間での防災活動を強化し物資の投下や救命胴衣の提供をはじめとする活動を展開しています。さらに、観光と防災を組み合わせた「観光防災協定」を提案し、観光遊覧の収入を地域の防災・減災活動に活用。これらの独自の取り組みを通じて、地域社会の安全を守ることを目指しています。
After the 2018 floods in Mabi, Okayama, we formed the Disaster Corresponding Unit (DCU) to respond quickly in disasters. We have strengthened private disaster-relief work, including dropping supplies and providing life jackets. We also propose "tourism and disaster-prevention agreements" that combine the two, using income from sightseeing flights for local disaster prevention and relief. Through these efforts, we aim to keep local communities safe.

2018年7月、岡山県真備の大規模な水害で、匠航空に救助の電話がかかってきました。「家族を助けて欲しい」という切実な要望に、救命胴衣の投下を決定しました。条件や費用を説明し、元自衛隊員の操縦士と副操縦士が出動。無事救命胴衣を投下し、家族に物資を届けることができました。
この経験から、匠航空は民間での防災活動を決意、物資の準備や報酬の活用、適切な輸送方法を実験、国際災害対策支援機構と連携し、訓練や研究を積み重ねてきました。
成長とともに運航エリアを全国90％に拡充し、どの地域にも２時間以内に到着できる体制を整えることができました。また備品関連の組織やボランティア団体との連携を拡大。大型機の導入により、ケガ人やドクターの輸送も行えるようになっています。
In July 2018, during the major floods in Mabi, Okayama, Takumi Enterprise received a call asking for rescue. In answer to the urgent plea, "Please help my family," we decided to drop life jackets. After explaining the conditions and cost, a pilot and co-pilot who had served in the Self-Defense Forces flew out, dropped the life jackets safely and delivered supplies to the family. From this experience, Takumi Enterprise committed to private disaster relief. We have tested how to prepare supplies, how to fund the work and how best to transport goods, and have built up training and research with the International Disaster Response Organization. As we grew, we expanded our operating area to 90% of Japan and can now reach any region within two hours. We have also widened our ties with equipment organisations and volunteer groups, and larger aircraft now let us carry injured people and doctors.

防災活動【観光防災協定】趣旨Disaster prevention: the idea behind tourism and disaster-prevention agreements
匠航空は防災・減災に取り組む企業を目指していますが、ヘリコプターの維持管理費は容易ではありません。ボランティアベースの民間防災活動には限界があるため、観光と防災を組み合わせた「観光防災協定」を提案しています。
この提案では、国からの助成金や支援金を必要としません。観光遊覧等の収入で地域の防災・減災活動を行い、地域自治体の協力を得て年間のヘリコプターの維持管理費用を負担せずに、有事の際にヘリコプターを即座に活用できる仕組みを構築しています。
ヘリコプターの活用には、日頃の訓練と年間の整備が欠かせず、保険代金も含めると大きな負担がかかります。しかし、観光遊覧等の収入で固定費用を捻出し、有事の際には地域の特性を熟知した訓練済みの操縦士がフライトすることで、効率的かつ費用対効果の高い防災・減災活動を実現しています。
匠航空は地域に合わせた訓練を行い、維持管理費がかからないことで他の防災組織よりも柔軟かつ効果的な活動ができます。また、地域の観光活性化にも貢献し、地域全体の発展に寄与することを目指しています。
Takumi Enterprise aims to be a company that works on disaster prevention and relief, but keeping helicopters is costly. Private relief work based on volunteering has its limits, so we propose "tourism and disaster-prevention agreements" that combine the two. This approach needs no government grants or subsidies. Income from sightseeing flights pays for local disaster prevention and relief. With the cooperation of local governments, it lets a helicopter be used immediately in an emergency, without the local government paying the yearly cost of keeping one. Using helicopters requires regular training and yearly maintenance, and with insurance the cost is heavy. Sightseeing income covers these fixed costs, and in an emergency trained pilots who know the area well do the flying, making disaster relief efficient and cost-effective. Because we train for each area and there are no upkeep costs for the local government, we can act more flexibly and effectively than other disaster organisations. We also aim to boost local tourism and contribute to the growth of the whole region.

ヒトココサービスを展開していたオーセンティックジャパン代表取締役の久我一総社長と2016年博多でミーティングしたところから全てが始まりました。匠航空代表取締役の森岡匠は特に冬の山岳での仕事経験が長く、雪崩発生時の人の捜索や山岳での遭難対応に強い必要性を感じていました。
その中で、久我社長との出会いは印象的です。
ヘリコプターによる捜索活動ができれば時間的にも捜索隊員の安全性の面からも優位であることは明らかでしたが、久我社長としてはそのコストが大きな問題でした。
実質的なコストを伝えたところ、実行可能であると判断がなされ、ココヘリサービスが始まります。開始当初は私たち関係者のみがフライトしていましたが、この試みは徐々に山岳、航空両業界に浸透してい行き、現在では警察航空隊、消防航空隊も使用するサービスとなりました。
今後は、全国で最も広いエリアをカバーする航空会社として、引き続き遭難者捜索活動に協力してまいりたいと考えております。
It all began with a meeting in Hakata in 2016 with Kazufusa Kuga, president of Authentic Japan, which ran the HITOCOCO service. Takumi Morioka, then president of Takumi Enterprise, had long worked in the mountains, especially in winter, and felt a strong need for searching for people caught in avalanches and for responding to mountain accidents. Meeting Mr Kuga left a strong impression. It was clear that searching by helicopter would be better both in time and in the safety of searchers, but for Mr Kuga the cost was a big problem. When we told him the real cost, he judged it workable, and the COCOHELI service began. At first only those of us involved flew the searches, but the idea gradually spread through the mountain and aviation worlds, and today police and fire aviation units use the service too. As the airline covering the widest area in Japan, we want to keep helping with searches for missing people.

Takumi Enterprise aims to be a private company that can respond to every kind of disaster. For equipment that is rarely sold commercially, such as temporary facilities where response staff wait and gear for long stays, we have built the skills to make everything ourselves, so that we are always fully prepared. To be able to work even where supplies are short, using materials found on site, we make our own equipment in-house every day. We are always looking for people who are good at making things and finding creative solutions.
