29 January 2026: Report on the special on-site audit by the Civil Aviation Bureau, and our voluntary review of our safe-operation system
On 27 January 2026, the Civil Aviation Bureau carried out a special on-site audit (10 am to 4 pm) at Takumi Enterprise's main base in Okayama. During the audit, safety inspectors gave us advice from the standpoint of general safety management. Based on this, we decided to voluntarily review our internal rules and operating system to make our flights even safer. These measures do not identify or speculate on the cause of the accident, which is still being investigated by the authorities. They are aimed at strengthening our safety measures preventively and voluntarily for the future.
Our main safety measures are as follows. (1) Identifying and marking areas unsuitable for forced landings: for sightseeing flights, based on the terrain and surroundings of each route, areas entirely unsuitable for a forced landing will be marked on maps as "unsuitable". Pilots must check these areas before every flight, and how to respond in an emergency will be shared and confirmed in advance. (2) No mobile batteries on board: mobile batteries, which are generally recognised as a fire risk, may not be carried on our flights and will be held for passengers at boarding. (3) Stronger fire precautions for devices with built-in batteries: for electronic devices such as phones and cameras, crew and passengers will be fully prepared to respond if a fire occurs. Specifically, we will: • carry fire- and heat-resistant bags on board • set out and share how to use them and the first steps to take. If these measures are difficult because of a device's size or similar, its safety will be considered case by case and reported to the company, and whether it may be carried will be decided after discussion each time. (4) Rechecking routes and suitable and unsuitable forced-landing areas: we will recheck flight routes and the "suitable" and "unsuitable" forced-landing areas, re-examine whether there are any safety concerns at the expected speeds and altitudes, and make sure pilots and flight dispatchers share the same understanding.
[Our approach to resuming flights] To make the measures above effective, once equipment has been prepared, flight routes and suitable and unsuitable forced-landing areas have been checked and flight plans are in order, we may resume a minimum of flights, limited to what is needed for safety checks, in order to: • confirm the response if a fire occurs on board during flight • confirm how "unsuitable" forced-landing areas look from the air and how to judge them.
We will continue to cooperate fully with the authorities' investigation, take to heart the knowledge from the field and the advice of the authorities, and keep improving our safe-operation system. With the safety of passengers and everyone involved as our top priority, we will aim for operations that can be trusted.
